2025 Fees and Charges Bylaw Receives First, Second, and Third Readings

The User Fees & Charges Bylaw 2682/G/23 is prepared annually alongside the Corporate Plan to outline fees for Town-provided services. At last night’s Council Meeting, the bylaw received first, second, and third readings.

General Repeal Bylaw 2705/G/24 Receives First, Second, and Third Readings

At last night’s meeting, Council approved the General Repeal Bylaw 2705/G/24 with first, second, and third readings. This bylaw formally repeals a series of outdated bylaws deemed inoperative, obsolete, or no longer relevant.

2023 Year End Financial Trend Report Accepted for Information

The 2023 Year End Financial Trend Report provides a comprehensive analysis of the Town’s financial performance over the past decade, while comparing financial indicators with similar-sized municipalities of the Edmonton Metropolitan Region, offering valuable insights into key trends and indicators.

Council accepted the 2023 Year-End Financial Trend Report for information.

Council Accepts the Strategic and Corporate Plan Q3 2024 Report for Information

The Town’s 2024-2026 Corporate Plan and 2024-2027 Strategic Plan are guiding documents that provide directives and standards for the implementation of processes to help achieve the strategic outcomes outlined by the Town’s long-term visions and goals. Annually, Administration presents the Corporate Plan to Council for approval, which showcases resources and outlines measured progress in the achievement of the Strategic Plan. Quarterly updates are presented to Council to ensure progress on key initiatives from each of these guiding documents.

Council Accepts the 2024 Third Quarter Report for Information

The third Quarterly Report of 2024 has been presented to Council. Quarterly reports are a comprehensive reporting tool that serves as a benchmark for the ongoing operation of the Town of Stony Plain. Throughout the year, reports are compiled to track progress toward strategic goals and highlight organizational achievements.

Council Compensation and Expenses Policy C-CO-065 Approved

At last night’s meeting, Council approved the updated Council Compensation and Expenses Policy C-CO-065, which outlines adjustments to Council compensation effective October 20, 2025.

The policy update follows an Administrative review conducted in 2024, as mandated in the third year of each four-year Council term.  The revised policy formalizes a remuneration philosophy that acknowledges the workload, time commitment, and responsibilities of Council members, ensuring alignment with regional municipalities to maintain fairness in Council compensation practices.

Corporate Plan 2025-2027

As per the Municipal Government Act (MGA) Council must approve a budget to authorize Administration to transact effective January 1 of the subsequent year.

The 2025-2027 Corporate Plan process was conducted from April to October. Council deliberated the Corporate Plan on November 4 and 5, 2024.

At last night’s meeting, Council approved as presented:

  • total operating revenue of $53,604,532 and expenses of $49,459,825 and unfunded amortization in the amount of $10,664,359 for 2025;
  • capital budget of $22,374,748 including $6,500,000 in contributed tangible capital assets for 2025;
  • transfers to reserves of $6,105,732 and transfers from reserves of $6,836,070; and
  • accept in principle the items identified within the plan for 2026 and 2027.
