Councillor Melanie Loyns Sworn in as Deputy Mayor

The Deputy Mayor is a member of Council who is appointed by Council to act as Mayor in the absence or incapacity of the Mayor. The Deputy Mayor position is appointed to each Councillor in a rotation. At last night’s Council Meeting, Councillor Melanie Loyns was sworn in as Deputy Mayor effective until October 31, 2025.

RCMP Municipal Crime Statistics Report Presentation

Inspector Kevin McGillivray provided a presentation of the crime statistics for the Town of Stony Plain for the months of January to May 2025. The RCMP presents crime statistics twice annually with last night’s presentation highlighting percentage changes from 2021 to 2025. Inspector McGillivray provided additional context to categories that experienced larger percentage shifts. Following the presentation, Council accepted the RCMP Municipal Crime Statistics Report for information.

Bylaw 2721/LUO/25 – Willow Park Stage 10A – Land Use Bylaw Amendment Receives Second and Third Readings

Council gave second and third readings to subsequently pass Bylaw 2721/LUO/25 after amending it to limit the maximum number of dwelling units allowed within the bylaw area to six. This amendment to the Land Use Bylaw facilitates further development in the Willow Park neighbourhood.

The amendment changes a portion of Plan 102 5523 Block 4 Lot 85 from R2 (Detached Dwelling Residential District) to R7 (Multi-Unit Building Residential District). The change aligns with the Municipal Development Plan and the intent of the Willow Park Area Structure Plan.

Bylaw 2724/AC/25 – Responsible Pet Ownership Bylaw Receives Second and Third Readings

Following a review of information requested during the first reading on May 26, Council has given second and third readings to pass Bylaw 2724/AC/25 – Responsible Pet Ownership Bylaw. The bylaw establishes regulations for the control of domestic animals within the corporate boundaries of Stony Plain.

Bylaw 2723/AC/25 – Non-Domestic Animal Bylaw Receives Second and Third Readings

Last night, Council gave second reading to Bylaw 2723/AC/25 as amended, as well as third reading to subsequently pass the bylaw.

The Non-Domestic Animal Bylaw is a combination of existing livestock regulations from the Responsible Pet Ownership Bylaw 2624/AC/19 combined with new regulations to introduce urban beekeeping and urban hen keeping in Stony Plain. The introduction of beekeeping and hen keeping regulations allows for these activities throughout the Town starting in 2026 with comprehensive licensing and care requirements to ensure these activities are done in a responsible and nuisance free manner.

Citizen-at-Large Board Appointments – Policing Committee

Following approval of the Policing Committee Bylaw on February, 24, 2025, Administration advertised the new committee and recruitment for members through various channels. Over 40 applications were received with 11 interviews conducted. At last night’s meeting, Council appointed the following individuals:

  • Zoe Pardo
  • Kendall Olson
  • Caroline Peel
  • Dale Evert
  • Michelle Aldana
