Ponoka explores age threshold changes for free seniors' rec passes

PONOKA -- The Town of Ponoka is considering plans to lower the age threshold for its free recreation passes for seniors.

The matter was brought forward at Ponoka's Priorities and Initiatives Committee meeting on Feb. 17 in a report drafted by Parks, Recreation, and Facilities Manager Andrew Jones. The report explores options to lower the age eligibility requirements for accessing Ponoka's free recreation pass program. 

In its current form, the program is eligible for Ponoka seniors aged 90 and above, as the intent of the program is to promote continued access to recreation, to support healthy aging, and to recognize long-term community members while maintaining fiscal responsibility within the municipality. However, if the changes go ahead, that age could be lowered to either 80 or 85.

Jones' report also outlines comparable elements of other municipalities in the region. His observations note that free annual passes based solely on age are uncommon among their peers, as cities like Wetaskiwin and Lacombe offer discounted rates for seniors, but not entirely free passes based on age.

He notes that lowering the eligibility age would increase the number of residents receiving a fully subsidized annual pass, but also have some adverse impacts to Ponoka's recreation revenues. It's estimated that the annual revenue reduction would come in at around $10,647 if the age is lowered to 85, and more than $22,000 if lowered to 80.

Jones adds that other considerations include a potential minor increase in facility usage; however, he says that there would be no anticipated staffing impact if the age threshold is dropped to either 80 or 85. Seniors aged 60 and up receive a subsidized rate when purchasing an annual recreation pass, and at this time there is no plans to adjust the scope of that program.

The report is expected to be explored by Ponoka Council at a future meeting when a decision could be rendered.
